P**review in the Control Panel to see Keyboard layouts was indeed present in the earlier Windows versions.
First go to Settings > Time & Language > Language.
Here you can add Keyboard layouts also with Preferred Languages. (Maybe you still need to Add a preferred Language too?)
Click the Language and then an Options button appears. Click the button and then press
- Add a Keyboard and select i.e. German QWERTZ from the list.
Go to Settings > Personalize > Taskbar > Turn System Icons on or off (under Notification area). Set the Switch with Input Indicator to ON.
This enables the Language on the right of the Taskbar. Now you can switch by clicking it there and selecting a Language & Keyboard layout. (Or you can switch with pressing Windows Logo Key + Spacebar.)
Now you can open Touch Keyboard with the desired Language & Keyboard layout.
And maybe Right-click the Taskbar and choose Show Touch Keyboard button (to make it show at the right of the Taskbar).
(And in Settings > Time & Language > Language > Choose an input method to always use as default, you can also make some choices for switching and the Language bar itself.)

If a key is not physically present/available on/through your Keyboard you can learn to directly create the Ascii characters using the Alt Keyboard Shortcuts.
Make sure Num Lock is set to ON on your Keyboard. Find the Alt code of the character/sign you want to insert.
Press and hold the Alt Key and type the Ascii code numbers with the Numbers Keypad (on the right side of the Keyboard).
In this case Alt 060 for < and Alt 062 for > and Alt 0128 for € etc.
