Converting HLP files in Windows 10 to PDF or a usable format

I have an older program that has the .hlp file format. I'm stuck and can't use it as I use Windows 10. Alot of the 'free' converters do nothing. Any help in the forum?

What might this older program be?

Its been installed on 2 computers in my home both using Win10. 

I can extract text fragments from the file you sent me but they don't make much sense when taken out of their context.

The question remains: If the application has been installed on two home PCs, what prevents you from reading the files?
