Additional Question are you using a Docking Device for the 2nd Display or the 2nd Display is directly connected to your Device?
how to get night mode on both display?
night mode works only on display #1 not the other
how can I fix that?

1: Reset Night Light Settings Manually
To reset Night Light manually, we need to edit the registry.
Press the Windows Key + R and type in regedit followed by enter.
Navigate to Computer>HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>CloudStore>Store>Cache>DefaultAccount
Scroll down, find, right-click and delete:
$$windows.data.bluelightreduction.bluelightreductionstate
$$windows.data.bluelightreduction.settings
They should be the top two entries. Reboot your computer and setup Night Light how you want it.
2: Enable and Disable Night Light
Turning Night Light mode on, then off again, has been known to work.
Some of the Night Light problems we're discussing appeared after a large Windows Update. Turning Night Light mode on and off is primarily a fix for those who find their settings grayed out. Click on the notifications tab at the bottom right corner and toggle Night Light off, then on.

however I only find keys starting with $$WINDOWS.Data.

signals
but not blue...
BTW I'm using windows 10 pro and I don't signon with microsoft account. I also don't want to sign on with ms account as I don't want setting replication on any other devices.

2020-03-12T06:58:35+00:00 Got you, it only seems that the Bluelight settings is not Cache to the User Profile. If we try to DISABLE Blue Light under display settings try to LOCK THE PC and then Login back after that Lets try to enable it again.

mmm..., I think I got problem with the monitor setting itself on #2
it's brightness is so high that night mode is not apparent. when I went thru your suggestion of turning off night mode
So looked at the physical setting of the displays.
I changed that to eco from standard then night more is a lot more apparent
