I am trying the second part of the first link in your first post, about the IP address. It is telling me no operation can be performed on local area connection 2 while it has media disconnected. An error occurred while releasing interface ethernet : an address has not yet been associated with the network endpoint.
DNS probe finished no internet message
I have Window 10 and get the above message when I try to use Chrome.

Try to perform Network Reset once:
- Open Settings app, click Network & Internet > Status > Network reset link.
- Now click on Reset button on next screen.
- In confirmation prompt appearing next, click Yes.

If that's not enough then reset Chrome following this guide:

If that doesn't fix it then Reinstall Chrome:
Right click empty area of Task bar to open Task manager.
If necessary show More Details
Under "Processes," look for "Google Chrome" or "chrome.exe."
Click it, then click End process.
Then go into C:\Program Files and C:\Program Files (86) to find the Google folder and delete the Chrome Folder.
You may need to Take Ownership first using this handy tool that will install to your right click mouse button: https://www.askvg.com/add-take-ownership-option...
On the View tab of File Explorer then tick Hidden Files, open C:\Program Data to do the same.
Go into Start > Windows Settings (gear icon) > Apps > Apps & Features > Google Chrome > Uninstall.
Restart PC to reinstall Chrome from fresh download here: https://www.google.com/chrome/
