I think you might need to create a new user account and migrate your files from the corrupted one to it. You can create the new user account while in the administrator account.
Computer Blue Screen Not BSOD
Today I turned my computer on and I was allowed to log into my account but as soon as I did that there was a black screen with a blue pop up that was completely blank on it (as seen below). I am now not able to do anything that I could previously do and I have restarted and unpluged my computer and have not found a fix.
Please help!!

2020-04-09T03:13:50+00:00 Good. Please start the PC in a clean boot state, while in safe mode to check if there are other background apps which might be causing the issue:
- Right-click the Windows button > Select Run
- Type in "msconfig" without the quotes, then click OK.
- On the General tab, select Selective Startup. Then untick "Load startup items".
- On the Services tab, click "Hide all Microsoft services".
- Click "Disable all".
- On the Startup tab, click "Open Task Manager". A Task Manager window should open.
- Disable all startup items. You can also choose which startup items to disable, as certain devices might now work properly if the startup item related to it is disabled.
- Go back to your System Configuration window.
- Click Apply > OK
- Click "Restart" when prompted.
Once the PC goes back up, check if it will allow you to get past that screen.
Please reply whatever the results.

I think it's trying to display the privacy settings. Did you recently install Windows and trying to set the computer up?
Kindly try these steps to start the PC in safe mode with networking and check if the same happens:
1, Turn off the PC if it isn't already.
- Turn on the PC. When you see the Windows/manufacturer logo and the spinning dots, turn it off right away using the power button on the laptop/tower.
- Repeat Step 2 until you see a "Preparing automatic repair" message.
- On the "Automatic repair" screen, click Advanced options.
5.On the "Choose an option" screen, select Troubleshoot > Advanced Options > Startup Settings
- Click Restart.
- Press 5 or F5 to boot in safe mode with networking.
- Sign in to the PC using the password associated to the account.
This will boot the PC in safe mode with only the basic apps and services running, and with the network device enabled. The device should have a working internet connection in this mode.
Please tell me if this works and we'll continue troubleshooting in this mode.
