Have you looked over the Settings > Ease of Access tools to see if anything there is to your liking? I like to scale up objects to around 120%, then in most Windows I hold Ctrl while I slowly roll the mouse wheel (or use + or -) to enlarge everything to fit perfectly in the Window. I also have a 27" screen and this allows me to sit back and relax a bit with uncorrected 20/200 vision.
Resizing "Quick Access Toolbar" both Icon and Font Size
I've read other posts about similar items but what I've read is Win-10 has no way of changing size of "Toolbars".
I know this to be a FARCE because it was setup to be "X" size in the first place.
So... my question is, where in the Registry do I change this?

Then 90% in 3 Browsers... with 'Zoom Wheel' beats that Magnification Window any day.
One might say the difference is like looking at the world through a ships porthole vs riding a motorcycle. Well sorta, LOL.

2020-04-10T03:12:05+00:00 I went back to Square One. Since this PC is new as of yesterday afternoon, I did a System Restore Point.
Size is better but still too small, To read those unscaleable small Fonts, I wear double Readers My eye-site is only 1.25/1.00 and that's pathetic with a wide screen 27". (Microsoft, GRRrrrrr)

I noticed the W-10-Pro Build Number is quite different than my older PC, which early builds were more adjustable.
That said, it means MS is taking away custom-ability (moving towards dictatorship?) all in the name of Control. Like we all need a 'Model T' in black again.

That look like a rendering problem with the Font you've chosen there when it gets to the smaller size. What I'd do is restore the default System Font to make sure it's correct, and then try another Font. See how here:
