Windows cannot access the specified device,path or file,even though I have administrator access over it.

Some apps such as Musixmatch,Skype and Spotify,when I install them from Microsoft Store,seemingly become inaccessible for the Windows System.I have tried uninstalling and reinstalling them multiple times with and without the latest Windows Update (was on 1809,am on 1909 now).When the error first popped up,I did indeed not have access to the said folder due to some reason,but I changed that and now I do have access,but the error message is persistently popping up.

Only some apps are showing this error,while others in the same folder work well.Skype even launches along with the error when I try to launch it.I can also launch the apps from within their installation subfolders within the folder,but the system still has no access when I try to launch them from outside,which is why the apps that require authentication and use a web browser for the purpose are not able to relaunch once the authentication process is completed.

The name of the folder is WindowsApps,which is a subfolder of Program Files.I have administrative access on this system and am using the latest version of Windows 10.

    I've had this same issue for the last two years, every single MS support person has failed and it continues to get worse.

    I even resorted to moving files to One Drive because I couldn't access them anymore!!! Oh and re downloading another image or file doesn't work because after it finishes downloading, it can no longer access the file location, even though you can SEE the file icon, right there in front of you!!!  Support says " Well since it's gonna take a while to download, you know how to restart a computer, right? Can We consider this issue to be SOLVED so I can CLOSE the ticket?", I said sure, only because once it finishes and restarts, support wants to be long gone.

    Don't get me wrong, there ARE some very good techs out there, and because this issue didnt happen over night.  It was a very gradual process...

    I only noticed it when it took away all my **** files and wasn't allowing them to play with Nero .  I have been complaining and ranting that something was wrong, but the deaf ears of those in support is making me believe hat reposting several times is the only way to get them to notice you, and then shove you aside for being a double poster.  I think if they are so offended by it, they should be able to do something other than pushing you out , leaving your problem unanswered or unsolved.
