I have a video which is 317,000kb long. It is 317,000+ long. I need to get it to a colleague, hopefully by email. Is there any way to create a condensed version of the full video?

Most video files are already compressed. Attempting to compress such files using utilities such as WinZip, WinRAR, 7-zip, and the like will probably nor result in much further size reduction.
The best way to get any large file to someone else is to upload it to any "cloud storage" site such as Microsoft's OneCloud, Dropbox, Google Drive, etc., make it shareable, and email the link.
