Yes, they have to be turned on.
Making Bluetooth headphones the audio output device
I finally got my Bluetooth headphones to connect to my PC (Windows 10) but I'm not getting any sound through them. When I try to change my audio output device to them, I don't see them listed. I do see them under Bluetooth devices in Device Manager.

2020-04-21T15:48:09+00:00 Thanks. The headphones do not appear. Maybe my computer "lost" them again. It was a real struggle to get them paired and connected in the first place. Do the headphones need to be powered on while I do this?

I'm Jen, a fellow user and an Independent Advisor.
Kindly try this out:
- Right-click the speaker icon and click Playback devices.
- Right-click the default speakers and select Show disabled devices and Show disconnected devices. I
- If your headphones now appear, right-click them and select Enable.
