how do i type on a pdf document?

i downloaded a document from SBA.gov.  I saved it on desktop as a pdf file.  I can't type on it.  How do I fill in the answers?

    I'm your Independent Advisor for today. Let's figure this out and come up with a solution.

    You can edit a PDF file using Word 2019. Open the PDF file in Word and start editing:

    You can also use Adobe Acrobat or a similar program to fill out PDF forms.

    If the form has fill-able fields, you can only fill those fields online.

    If instead you download the PDF, you'll have to type into the fields. Just about any third-party PDF reader can do that. The one I use is Foxit Reader. Then save the form.

    Simplest way is to print it and fill it in. No extra software needed.
