I tried "fixes" in multiple forums with no success. I finally found a SIMPLE and SUCCESSFUL answer on Reddit!  Thank you to djcodeblue for this fix! (Here is the link to the discussion with background on his process to find the fix.)

    https://www.reddit.com/r/techsupport/comments/dvg4cp/windows_10_explorerexe_crash_loop_every_12_seconds/

    The fix:

    1. Boot up your PC in normal mode and sign into the account with the looping issue
    2. Press "Control - Shift - Escape" to bring up Task Manager or press "Control - Alt - Delete" as an alternative way to open Task Manager
    3. Click on "File" then "Run new task". Type in "regedit" and open
    4. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\
    5. Rename the key folder called "BannerStore" to "BannerStoreOld"
    6. Press "Control - Alt - Delete" and choose the "Sign Out" option.
    7. Sign back in and the issue should go away immediately with no loop crashes as if nothing was ever wrong.

Thank you so much for the solution. I too have this problem and I wanted to try everything before trying to repair my installation. I've tried the DISM and /sfc methods but it did not work. However, this one solved it.

I just want to know if I disabled anything important by doing this. It looks like the key was related to OneDrive?
