Anyone know what this is? I want help or any recommendation

Anyone know what this is? At this time I am making a total deletion of this file, but when I close the PC and re-open it again. I find this file working again I did a scan to find out if it was a virus or malware 

But the results are strange. No virus by site Virustotal and not malwer by scanning using anti malwerbytes

In fact, every time I open the PC I find this file working

I want help or any

    After some digging, I found a page that mentioned this executable file as one of those belonging to an application named NoPing, including at least version 4.0.3.3 though possibly other versions as well.

    Unfortunately, the only specific mention of the file itself I found, was on a page indicating how to remove NoPing using an uninstaller application I've never heard of and so wouldn't personally trust.  For this reason, I won't provide a URL to the page, but you should be able to find it using search yourself.

    First though, I'd simply look in your applications for NoPing and try removing that if present, since unless it's a truly rogue application, that should remove this component as well.

    From what I found online, it appears that NoPing might be a gaming tunnel (e.g. gaming tunnel) used for playing games in Japan and possibly Korea.

    File Located : C:\Windows\System32

    I tried to scan the file using Norton and Anti Malwerbytes In addition to Windows Security and Virus Total 

    But in everyone, it does not appear to be a virus. But I am not satisfied with the existence of this file, even if it belongs to the system.

    I would also try a rootkit scanner like Kaspersky Tdsskiller.

    I know nothing about this NoPing VPN software other than what I read online, which is what you should be doing yourself.  If you don't understand such software, you should never install it in the first place.

    I won't advertise such useless software by providing links, it's easy to find using a simple internet search.

    However, the most likely reason this may have happened appears as a clue in their online FAQ page relating to why there might be networking problems after uninstalling the NoPing VPN.

    "Make sure that when uninstalling NoPing, you also uninstall the driver called “Windows Packet Filter”, that way you won’t have any issue with your internet connection."

    Even though you don't seem to be having problems with your Internet connection, I'd be willing to bet that this same "Windows Packet Filter" driver still remains and is what is being displayed as that executable file that won't go away.

    Thanks for telling me this. I already did that I removed this app from the beginning of my use. Because it is useless and I am not in Korea or Japan, this application after using it made pinging more high, which is why I removed it.

    But my problem right now is how do I remove it I know this looks harmless. But it is consumed by a processor.

    This is why I was looking for a solution because I do not know the source of this file, but I now know from you.

    Currently also at the time of sending me this message I tried to download the application again and remove it again in order to delete this file from my computer. But no use. It still works too
