I appreciate the efforts taken by you in resolving the issue. I understand that you are unable to remove Proxy from the computer. I’ll certainly assist you with this.
However, please let us know:
- Are you aware of any changes made to the computer recently?
- Is the computer connected any domain/organizations network?
We can try disabling proxy settings from the Internet Options and see if that helps. Refer the steps mentioned below:
- Press Windows Logo + R, to open Run dialog box.
- Type inetcpl.cpl and click on OK.
- Now, go to Connections tab, and click on LAN settings.
- Clear the checkbox for Use a proxy server for your LAN.
- Click on OK (Twice).
You can also refer the steps mentioned in the article How to disable automatic proxy caching in Internet Explorer.
You may also want to check the suggestions by Vijin V Replied on March 13, 2013 in the thread Unable to Change IE/Windows Proxy Settings and see if that helps.
