Thank you so much for the prompt reply. Unfortunately, this advice is way beyond my basic computer knowledge and skills. If I attempted to do what you suggested it would surely create more of a mess for me.

I can not access my Dell Inspiron 3471 desktop with Windows 10
When I turn on the computer this is what happens.
I initially get the Dell Logo with circle of white turning dots.
Then I get Black Screen with cursor and blue flashing circle
Dell tried to help, it did not work. They advise my only option is to factory reset.
I do not want to do this

This is Orlando, an Independent advisor and an expert with Windows 10. I understand that you're computer is not booting properly and it just gives you a black screen with blue flashing circle.
There are several ways in fixing this issue as it might be caused by a corrupted windows system files or driver.
First is to boot your computer in safemode to perform the necessary scans and repair. Safe Mode is a diagnostic startup mode in Windows operating systems that's used as a way to gain limited access to Windows when the operating system won't start normally.
To boot your computer in safemode, follow the instruction on the link below:

Once booted in safemode, you can try to perform the below methods to resolve your issue:
Method 1: Perform SFC Scan and Repair Windows Image
-This process will perform scan for any corrupted system files or integrity violation and will attempt to repair it along with the Windows Image.
- Open command prompt with administrator access
- Type each command below and wait until scan is completed.
* sfc /scannow
* DISM /Online /Cleanup-Image /CheckHealth
* DISM /Online /Cleanup-Image /ScanHealth
* DISM /Online /Cleanup-Image /RestoreHealth
Quick note: While the command is running, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.
Once you complete the steps, the Deployment Image Servicing and Management tool will connect to the Windows Update servers to download and replace any damaged files in the local image for Windows 10 as necessary.
- Close the command prompt.
Method 2: Perform Clean Boot
- This process will eliminate 3rd party application running in the background of your computer along with services that are not needed to run windows. If there's any conflicting 3rd party application that causes the issue on your computer, this process will stop it.
- Open the run box by pressing the Windows Key + R and type msconfig
- System Configuration Utility box will open and by default you are on general tab.
- On the General tab, click the selective startup and make sure that load system service and load startup items both have checked mark.
- Click on services tab
- Put a check mark on Hide All Microsoft Services > This is a very important part as if you miss to click on this, computer might not boot properly or permanently and will end up on clean installation.
- Once Hide all Microsoft Services have checked mark on it, click on Disable All
- Click on the Startup Tab and click open task manager. This will open another window which contains all your startup applications on the administrator account.
- Disable all application that you're not using. You can simply just click on them and select disable.
- Click OK , Apply and close the configuration utility
Method 3: Disable Display Adapter
- This process will disable the current display adapter on your computer and display driver might be causing the issue on your computer.
- Open the Device Manager opening the run box and click type devmgmt.msc
- Once device configuration opens locate and expand display adapter.
- Right on your display adapter except the Intel and select disable.
- Close the device manager.
Restart your computer in normal mode and try to boot again into your administrator account.
If the above method didn't resolve your issue, go to method 4.
Method 4: Perform system restore
-This process will take your computer settings back to an earlier point in time where computer is working fine. If there's any changes made on your computer that removes the service, system restore should be able to fix the issue for you. To perform system restore please follow the steps below:
- Open the run box by pressing the Windows key + R and type rstrui.exe
- Once system restore windows open, normally it will suggest a restore point (sometimes it doesn't) if it does, select the 2nd option and hit next
- Select your desired restore point date and time and hit next and finish.
Windows will going to restart your computer to initiate system restore. System restore might take several minutes to complete depending on the current speed of your computer and the changes it will made. Applications and updates that was installed on the computer prior to the date selected will be removed. It is important that when system restore starts, process must not be interrupted.
System Restore Disclaimer:
Though system restore will not affect any personal files on your computer there are some rare instances wherein personal files might be removed or deleted while system restore perform its operation so it is advisable to backup your data on an external media just to make sure that your files will be safe.

Thanks for the response. Unfortunately that's the troubleshooting required to resolve the issue on your computer other than performing factory reset or clean install on your computer. You can carefully follow the suggested steps just to make sure that everything works out fine. You can ask someone from you're friends as well if they can helped you out performing the steps provided.
You can always proceed with clean install or reset if you're not comfortable with the suggested steps.
