Have you try to remove your Bluetooth devices and paired it again? I also have Bluetooth issue before and I just remove and put it back on and it works.
Make sure that your Windows 10 is up to date as well.

I did as you suggested and removed all other devices and checked Windows 10 was up to date. To cut a long story short, the issue is now resolved.
The longer story, in case anyone has the same issue again...
I removed all bluetooth devices paired with Windows 10 and attempted to pair the TT-BH060 headphones. They still weren't showing up on the 'Add a device' list.
I decided to test it with my Pixel 3 mobile - removed all devices including the headphones (which previously connected without an issue), then attempted re-pairing. This time the headphones weren't being recognised/showing up on the list of devices to be
added on bluetooth on my Pixel 3.
My husband had attempted a reset on the headphones last week by pressing and holding the +(volume) and power button at the same time. This apparently made the headphones show up on Windows 10 'Add a device' list, but they disappeared again shortly afterwards.
So I assumed this meant that you need to press and hold +(volume) and power buttons together to make the headphones discoverable, and then pair them by pressing and holding the power button.
However, after further investigation, I discovered that you need to press and hold the power button only, for around 5+ seconds. At first the headphones say 'power on' and blue light flashes (connection mode), then it quickly changes to a blue/red flashing
light and says 'pairing'. At this point it shows up on the 'Add a device' list and allows you to connect.
So apologies! After all that it wasn't anything to do with Windows 10 or the laptop's bluetooth but rather I'd forgotten the process for pairing the headphones. It's always the simple things! But your advice above pointed me in the correct direction - get
back to basics!
