D-SUB refers to a VGA signal. That's an analog video signal! The message means that the resolution of the signal being sent by your graphics card (or on-board graphics chip) is out of the range of resolutions that your monitor can display. In Safe Mode, change the graphics resolution to something your monitor can display. Then you're good to go.
If the computer is considerably older, and the monitor considerably newer, it's likely that the graphics system simply can't output a signal with a resolution high enough to drive the monitor.
If your graphics card (or on-board graphics chip) is unable to produce a signal that your monitor can display, then you either need a new graphics card or a different monitor.
