Notepad file encryption

My Win 10 imploded... had to re-install... afterward encrypted Notepad file refuses to open even after successfully changing the Owner:

Properties - Security Tab - etc  ... I still cannot even copy it to another drive let alone open it on the reinstalled system ...Suggestions what to do?

    Not sure how to do that as the original owner no longer exists, searched the Registry for the string S-1-5-21-4201530384-2331158205=312100911-1001, which obviously was on the crashed system and does not show up any longer... It says *unexpected error is keeping me from applying properties to the file... Error 0x80071771; The specified file could not be decrypted...*Thanks your help

    If the original owner encrypted the file in order to prevent anyone from reading it then this is a lost cause. Current encryption methods are uncrackable.

    If your file is encrypted then you must decrypt it before opening it.
