Nokia Lumia 930 how do i update to windows 10?

I cant get into the store to download anything because it wont let me register an account. Is there a way to install it through connecting it by usb to a pc or laptop?

When I enter the store I get an error of 805a0190

i have just purchased a Lumia 930 second hand which seems to have had a hard reset performed on it. There are no accounts registered to the device and it will not allow me to register any new ones. I have received a few different error codes but the problem seems to be that the device is running windows 8.1 and won't allow me to update it to windows 10. Can someone help me with this as the normal method of updating by pressing "check for update" has repeatedly said there are no updates available. It also wont let me into the Microsoft store to update any other apps which are all outdated and this means I cant use any apps on the phone.
