Upgrage to 2004 / 1909 / 1903 failed Error 0xc0000024

Windows Update failed with:
"There were problems installing some updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: Feature update to Windows 10, version 1903 - Error 0xc0000024"

MediaCreationTool2004 failed (both "Upgrade this PC now" and running setup.exe from USB flash drive) failed with:
"Sorry, we're having trouble determining if your pc can run windows 10" (being online or offline)

Windows 10 Update Assistant failed with:
"Sorry, we're having trouble determining if your PC can run Windows 10. Please close setup and try again."

So far I have tried:
System partition (C) is active
Personal folders (documents, pictures etc.) moved back to original paths
Update Troubleshooter only finds that there are panding updated and offers to run them. When I agree, I says it made some changes and wants me to try again.
No third-party antivirus
Unpluged all peripherals
Disabled smart SD card reader
Meet requirements (6GB RAM, i7 intel processor, 28GB free disk space)
sfc /scannow : 100% complete did not find and integrity violations
date/time/timezone are correct
Running DISM.exe /online/cleanupimage/restorehealth - no issues found
Stopping and restarting wuauserv, cryptsvc, bits, msiserver
Renaming c:window\softwaredistribution and \system32\catroot2
Bios disabling / removing first HDD
Cleen boot
Restaring

Windows 10 Home 64bit
Version 10.0.17134 Build 17134
System on SSD - migrated from HDD about 2 years ago. Have been running Windows 10 on this PC since the free upgrade from Windows 7 years ago)

    solution:
    in registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
    Delete the value: PortableOperatingSystem (as it was a QWORD entry - evidently because the update from Windows 8 was a dirty update)
    Create a new entry of the same name (PortableOperatingSystem) of type DWORD and Value 0
    Even reset was not required.
