I did what the site said, I changed the setting and rebooted. After that I tried to launch the game, both via the shortcut and the laucher and they both showed the error message 0xc000007b, but I still didn't find a minidump folder or a memory.dmp file.
I noticed the site said that these minidumps were primarily for BSOD's, so I don't know if this would actually apply to my situation. So just to clarify, my PC doesn't crash when I try to launch, it simply shows a message with the error code 0xc000007b and the game then doesn't launch, it simply stops loading the game after the error message.
Note: I tried starting up some other games and most worked, except for Hearts of Iron IV and Crusader Kings 2, which is weird because I recently played both these games. I do think it's possible that this means it might have something to do with when my crusader kings 2 crashed, but that's just speculation.
(Also, I have two different copies of Crusader Kings II and the one that crashed was not the one that doesn't work anymore. The one that doesn't work anymore I got for free via Steam. All my other games from steam still work)
Update: Because of the last note I made I decided to retrace my steps and I found the problem. Because I have a 64-bit windows version I needed to put a 64-bit version of mscvp140.dll and vcruntime140.dll in system32 and a 32-bit version in SysWOW64. I didn't do that correctly, but after redoing it it works fine now.
