0x8007042b - 0x4000D The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation.

I've been trying to update my Windows 10 1809 to 1909, and having tried a lot of things I'm totally stuck. It gets to about 91% complete in the second boot phase, but then always rolls back the update. The last thing I tried was an installation from an ISO image on a USB stick, which gave me the following error:

A few more details:

  • I have 70 Gb of space on my OS drive.
  • I've run the Windows Update Troubleshooter multiple times, and each time it couldn't find a problem.
  • I've run the DISM and SFC commands as indicated . But, No difference.

  • I've started in safe mode and removed the Windows/SoftwareDistribution and catroot2 folders contents, as indicated with this method and the CMD method. Also, No difference.

Any insights or help is most appreciated!

    Not much to contribute here, but I wanted to mention that I have the same error as the OP (my PC is stuck in 1803, after having tried 1809, 1903, 1909, and 2004 repeatedly and trying all the tricks mentioned in any possible website). 

    I don't have UEFI, I don't have a battery, I don't have a custom bootloader, and my WinRe reports healthy. So I don't think that was has been advised in this thread is relevant to OP's problem.

    Thanks Rick. Apparently looks to be a plugin failure.

    Please turn off unnecessary Windows features and see if you are able to upgrade again.

    Let us check the Installation log to find why the update failed. Please share the following logs:

    The Panther logs. Files named Setupact.log and Setuperr.log from the following path C:$Windows.~BT\Sources\Panther

    The Rollback logs: These usually are created if Windows Update rolls back. Files named Setupact.log and Setuperr.log from the following path C:$Windows.~BT\Sources\Rollback

    [Only if the error code is 0xC1900101-0x30018] The Device Install Log from C:/$Windows.~bt\Sources\Rollback\setupapi\setupapi.dev.log
