So I've been struggling with this issue for a few hours now. I've scoured this post and the related ones. Every other fix I've come across immediately jumps to uninstalling devices and drivers, using outdated drivers, or even installing 3rd party software; all of which were completely unnecessary (at least for me).
I finally I found the solution in an unlikely place, the Startup section of the Task Manager.
In the list I found some thing called the Realtek HD Audio Universal Service, which I had disabled at some point to speed up boot times.
After re-enabling this service in Startup and rebooting my machine the Realtek Audio Consoleopened instantly and I could see all of my audio devices and their features.
Hopefully this simple fix gets some people up and running again.
