If it is not appearing in Start > Settings > Apps to remove, one thing you can do is to re-download the iCloud installer at

Note: This is a non-Microsoft website. The page appears to be providing accurate, safe information. Watch out for ads on the site that may advertise products frequently classified as a PUP (Potentially Unwanted Products). Thoroughly research any product advertised on the site before you decide to download and install it.
When you launch the iCloudSetup.exe file, it should prompt you with the "Remove" and "Repair" options when you open it, rather than the regular installer.
You can then proceed with uninstalling iCloud from your computer.
