Did you try repairing and resetting the Phone app?
If that still didn't work, head to Settings->About-> Reset.
Warning: Resetting will erase everything in your phone memory(SD card won't be erased). Make a backup before performing the phone reset.

Hi everyone! I cannot make calls from my Lumia 640 XL LTE because the phone function display has disappeared and I cannot find it anywhere; I can only receive phone calls.
Internet works fine. The camera works too.
WhatsApp stopped working at the end of 2019 but this is something we already had been informed about, so I am not complaining.
Can anyone here help me reinstate or find the phone function?
I would appreciate it very much.

I have followed both your instructions. Did not work.
Microsoft Store isn't available either and cannot reset it because the RESET button is blank and, thus, not working.
It shows below that 'There are no add-ons currently installed for this app' both in the Phone and Microsoft Store Apps.
Any more ideas? Thanks for your help.
P.S. The Phone app is present.
Open Settings->Apps & features, scroll down, is the Phone app present? If yes, click on it and click on advanced options->repair and then reset.
If the above solution doesn't work,
Open the Store app, then head to My Library. You'll find it when you click the hamburger menu on the top-left of the screen. Scroll down and try to locate the Phone app, click on it, and then click on open/install/get.

Any other suggestions?
Try a soft reset by pressing and holding down the volume down and power keys together for 3-5 seconds until it vibrates and restarts.
Also make sure there are no pending app and OS updates. Install all the available ones.
