CPU stuck at 1GHz, Utilization >40%

I've recently got a sudden performance drop for my PC, I turned on throttlestop and saw it was only running at 1000MHz max. The stats of throttlestop show that my max power is 3.3W and I think that is a problem. The temperature has dropped to <50 degrees on my cpu.

I run on a i5-7200U chip and run on an elitx x2 1012 g2 laptop. Please fix it.

    I also forgot to add, be sure the power settings are set to Balanced. In Settings > System > Power & sleep > Additional power settings.

    As it's an HP laptop I would go to support for the model on their site and check for any driver updates. Install the HP latest drivers instead of Microsoft especially any relating to power management. (they may be better suited)

    Check the HP site support, it's usually very good and you should also post your problem on their forum.

    Can you confirm the version and build of Windows 10 you have currently. Type winver in Search and select the top result. Post the version and build levels in full.

    You need a program like CPUID from CPU-Z https://www.cpuid.com/softwares/cpu-z.html that can run tests on your CPU and the program itself will show the Core speed etc. You can keep Task Manager open while the stress test runs and see if the speed responds. You should see a tab named Bench you can select tests there.

    The idea being that while you are not using the CPU much (like browsing the internet) the processor will throttle back to save power or cool. When needed it will reach its full speed.

    While the test runs you can still select things and windows should continue to respond.

    I tried running CPU stress tests everywhere and it still won't help. It's always clocked at 1GHz max when I run intel processor identification utility. Recently I've discovered that my PC is charging WAY too slowly and it charges 5% per hour. However, when I run battery tests and cpu stress tests, it didn't show any errors. The cable is acting normally and other laptops can charge really fast on it.

    Can you post a screenshot of Task Manager with the Performance tab and CPU selected.

    We can't fix anything for you we are users like yourself and not Microsoft employees.

    It is always lower than 40%, even when I run intel processor identification utility it's just 1GHz, my base speed is 2.71
