Hi Sandy
When Windows 10 is re-installed, that should automatically re-install any needed drivers, if not, then you can download any missing drivers from the support page for your Stream laptop on the HP website, drivers will never be an issue .. .

we got two hp stream laptops. a 11 and a 14.
the 14 is a newer version of windows 10
and the 11 is an older version of windows 10.
I've treid updating both. I ran the windows update assistant on the 14 and the 11, and it says on the 14 that is has the latest update. but according to the update checker in settings it says there is a update to the version 1909 but it says it had issues and I need to free up space. I cannot do that as the laptop only has 29 gb of disk space in total. and only 354 mb left over.
We got some 32 gb usbs for the two and I dont know how to make windows install to the usb. even though I set the system to download apps and documents and etc. to the usb stick.
and with the hp stream 11 it says the download it still at 0 and when i run the update assistant it says another update setup is running and I should wait for it to finish. but the hp stream 11 has the same specs almost as the 14 except the size of the laptop casing and the available random access memory. but it also seems to have the same issue with installing windows. the 11's version I believe is in the 1500s of the windows ten version. And the 14's version is either 1700's or early 1900's

Hi Sandy, you would be amazed how many users who have a HP Stream ask the exact same question here on Community each day . . .
Honestly, there is only one answer, backup your data and perform a clean install of the 32Bit version of Windows 10 - that will give you 10GB more internal storage space - I know this is not the answer you are looking for, but it is the only and best Answer. You will then have enough space for the next year of Windows 10 updates and your system will be faster . ..
Any device with a 32 GB SSD is not good enough to run Windows 10, regardless of the system specs put out by Microsoft.
I honestly don't know why the manufacturers produced these devices.
The Windows 10 folder with a couple of updates will very quickly eat up 20 - 25GB of your hard drive, mine is currently 23GB
You can reinstall Windows 10 at any time and it will not cost you anything, however you will not have enough space to create the bootable Windows 10 media, you will need to do that on another working PC
Since you previously had Windows 10 installed and activated on that PC during the installation process skip the steps which ask for a product key and select the option 'I am Reinstalling Windows 10 on this PC', and activation will not be an issue, your PC will have a digital entitlement stored on the Microsoft Activation Servers
Make sure you install the same Edition of Windows 10 (Home, Pro . . . etc.) you previously had installed to avoid Activation issues

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool
Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS) to begin installing Windows 10
I've looked at how microsoft tells me to do it here: https://answers.microsoft.com/en-us/windows/forum/windows_10-update/hp-stream-laptop-not-updating/fdd62551-68d6-4710-998c-1fb9f2f0267b?tm=1594147459645 but the version here is windows 8.
and all the other sites i read are about getting a fresh installation onto the usb, but, I dont want to use this cause it would make me turn the 32gb usb into the boot drive.
