If you received a post from to call a "Level 4 Microsoft Representative" do not call that number - you need to ignore that scam message.

You “possibly” have a copy of McAfee Site Advisor or WebAdvisor or some other McAfee product on your computer that’s causing this issue.  If so, you need to uninstall it and also be sure to use the McAfee Consumer Products Removal Tool as well. List of antivirus product removal tools   If necessary boot into Safe Mode with Networking and try to download the tool and run it or you can use a different computer, put the removal tool on a flash drive and then insert the flash drive in the affected computer and run it from there.  After removingall traces of McAfee and rebooting the computer this issue “should” be resolved…emphasis on should.

Here is a recent thread where the original poster reported a similar issue: https://answers.microsoft.com/en-us/protect/forum/all/all-downloads-are-flagged-as-having-a-virus-and/bd56236c-8bc7-44ff-8208-a7043d2785e4

    And here is another: https://answers.microsoft.com/en-us/protect/forum/all/failed-virus-scan-fail-with-windows-10-latest/dc618827-4437-41d9-9e99-17000480eb6f

    Or

    See https://support.microsoft.com/en-us/help/883260/information-about-the-attachment-manager-in-microsoft-windows

This issue previously was sometimes caused by the Sirefef Virus but we don’t receive many reports of that malware still being prevalent on the internet. https://malwaretips.com/blogs/trojan-zeroaccess-removal/

I finally searched and watched the first videos that came up.  I had same problem for several weeks and finally found an answer that worked for me on youtube versus the boards.

not sure what any negative impact actually is with this fix...but this did the trick.

    Instructions:

at the RUN (in lower left corner of Windows icon), type:"regedit"....then selected the following folders in order:

    HKEY_LOCAL_MACHINE

       SOFTWARE

          Microsoft

             Windows

                CurrentVersion

                   Policies

                      Attachments

Here's the directory path copied: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Attachments

In the "Attachments" window, double click on "ScanWithAutoVirus".  A box will pop up....change the value from "3" to "1" and hit Ok,

This fixed the problem for me....hope it works.
