Can't force shut down frozen applications through Task Manager

It seems to be a Windows 10 issue. If a program freezes up and refuses to close I can usually force-close it via Task Manager but not anymore. I often get this error message. I also get programs showing in Task Manager which aren't as far as I can tell actually open. It's a fairly new PC with (now) 16gb RAM. Adobe Animate (formerly Flash Professional) won't show and wasn't responding and I can't close it either besides shutting the PC down/logging out. What's going on?

    Hi,

    programs cannot be killed if they call some system function and this functions wait for some event. These are rare but possible situations unfortunately.

    One need to look for updated programs without such incorrect calls.

    And you may try to repair system files with sfc /scannow command from elevated command prompt.
