... you may also try to search it on google ...

Yeah, I tried that. Why is Microsoft making it so hard to use its products? Does Microsoft know it's making it hard to use its products?

    Stay Healthy, Jeremy.

    https://www.google.ca/search?q=appx+link+generator

you can get the .appx from there and install it manually using powershell Add-AppxPackage

I didn't make the site, but as far as I know, all it does is get the links from the microsoft site.

How do you know that? Honestly, it's a Russian site and just how difficult do you reckon it would be for a virus or a bit coin miner to be inserted? I've already been bitten by a Russian keylogger virus designed to steal bank logins.

Can you trust the microsoft site is safe?

If I download something today, then download it again a week from now and compare them and they match, sure I can trust it.

PS: I just tried feeding 'Microsoft.HEVCVideoExtension_1.0.31823.70_x64__8wekyb3d8bbwe.EAppx' to VirusTotal. It didn't know what to do with it, "File type: unknown", but nonetheless reported "No engines detected this file".

Hi MarkFilipak.Windows, I'm really sorry for the confusion, however, I believe there is no other way but to be connected to the internet, I'm really sorry for this inconvenience. you may also try to search it on google but there is very little chance that you might find one.

Hi MarkFilipak.Windows, I'm really sorry if that didn't work for you, have you tried to do the suggested solution of the user named "Vijay_Verma" from the thread?
