DISM.exe /Online /Cleanup-Image /RestoreHealth is stopping at 89.5% or 89.6% (never at any other percentage) then kicks out Error 0x800f081f.

I tried using these commands in this exact order before the DISM RestoreHealth commands:

1. DISM /Online /Cleanup-Image /StartComponentCleanup

2. DISM /Online /Cleanup-Image /AnalyzeComponentStore

DISM /Online /Cleanup-Image /RestoreHealth /Source:WIM:c:\install.wim:1 /LimitAccess

DISM /Online /Cleanup-Image /RestoreHealth /Source:ESD:c:\install.esd:1 /LimitAccess

DISM /Online /Cleanup-Image /RestoreHealth /Source:ESD:V:\sources\install.esd:1 /LimitAccess

All of these RestoreHealth commands/operations stop at 89.5% or 89.6% (never at any other percentage) then kick out Error 0x800f081f. No matter what I do.

Before trying all of the above commands again, I tried this below in this exact order:

1. dism.exe /online /cleanup-image /revertpendingactions to reset all pending tasks including Windows Updates.****

2. Next, type in dism.exe /online /Cleanup-Image /StartComponentCleanup to clean up the Component Store. The Component Store is used to support customizing and updating Windows.

3. Reboot into Safe Mode, open PowerShell as admin and run sfc /scannow.

4. Finally, reboot again to normal mode and type in dism.exe /online /Cleanup-Image /RestoreHealth and DISM should work correctly now.

I  hit Powershell with dism.exe /online /Cleanup-Image /RestoreHealth and it kicked out:

Error: 0x800f081f

The source files could not be found.

THIS BELOW MAY HELP SOMEONE, BUT I ONLY GOT IT TO "KIND OF" WORK FOR 1 COMMAND ON MY SYSTEM FOR WHATEVER REASON, I DON'T KNOW WHY. DISM /Online /Cleanup-Image /RestoreHealth /Source:WIM:c:\install.wim:1 /LimitAccessadvanced to 100% 1 time only, but it kicked out the same:

Error: 0x800f081f

The source files could not be found.

I tried these steps, but this time on step 4 I used:

DISM /Online /Cleanup-Image /RestoreHealth /Source:WIM:c:\install.wim:1 /LimitAccess

I then froze at 100% for awhile and then gave me:

Error: 0x800f081f

The source files could not be found.

After this since it gave me an error I tried again, but never could get it to work. I have never been able to replicate this result.

in-place upgrade resolved this error. No component store corruption detected after in-place upgrade.

    SOLVED!!!... R.I.P.

I haven't heard from anyone in a while. So, I tried an in-place upgrade as a last resort with keep files, settings, and apps options. Now my install of Win 10 Pro has no component store corruption.

And as you can see I'm now on version 1909 build 18363.900. Also, DISM has been updated. I think the in-place upgrade repaired the Win 10 Pro SUPER LONG TIME startup. Everything else seems to be working as well, except for Windows Update and the laptop's built-in microphone**.** ****
