All browsers keep crashing with out of memory error

All of my browsers are crashing with the out of memory errors. Not only that but suddenly web pages just are not loading anymore. They just hang and then crash after a long wait with either the above error or something alone the lines of RESULT_HUNG. 

Sometimes the browser will flicker my entire screen as if its blinking. Its the only app that causes any problems on my entire computer and it randomly happened two days ago. Nothing changed. I did not install a new program etc. 

I also have 16gb of RAM so that is not the issue. 

I have tried the fix on Microsofts website about editing the registry key.

    Try system file scans:

    Method 1: 

    Run DISM tool and check the issue. Please follow these steps:

    a. Press Windows + X keys and click command prompt (admin). Or PowerShell (Admin).

    b. Type the following command in command prompt and press Enter.

    DISM.exe /Online /Cleanup-image /Scanhealth

    after the scan is complete type the following and press Enter

    DISM.exe /Online /Cleanup-image /Restorehealth

    then use method 2.

    Method 2: 

    System file checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

    Run system file checker (SFC) and see if it helps. Please follow these steps:

    a. Press Windows + X keys and click command prompt (admin). Or PowerShell (Admin).

    b. Type the following command in command prompt and press Enter.

    sfc /scannow

    After completing the scans restart using Start > Power > Restart.

    My memory is completely fine, shows the correct amount. I have ran all the needed stress tests and checks for my RAM and they are not a issue. 

    The browser problem includes everything. Chrome, Edge, Opera and so on. 

    Private window or not it sadly still fails.

    What is shown in Task Manager for memory. Does it show 16GB and how much is used if you select a browser while Task manager is still visible.

    Have you ran the memory tester. Type memory in Search and select Memory Diagnostics.

    Does the browser problem include Edge.? Start Edge in a Private Window, does it still fail?
