Fixed the problem, turns out if Control Flow Guard (CFG) is disabled, the Connected User Experience service cannot start. This makes zero sense but we are dealing with Windows here so we just have accept crazy nonsense like this.

I've had CFG disabled for some time as I prioritise performance over protection from obscure threats that I'm likely to never encounter, but it seems if I want achievements I'll have to accept it.

So if you're still around OP, try enabling Control Flow Guard, its a setting for Windows Defender in the Exploit Protection section.

Yes, I'm aware.  What about the countless other aspects and customisations of a Windows installation that won't be kept when doing these sorts of restores?  Far better to determine the actual cause of the problem, understand it and apply a targeted fix.

My point was, and I think you fully know this, is that the sledgehammer/peanut methodology is unnecessary, even if your sledgehammer is just a small sledgehammer.

No thanks.  Why is there always one that has to suggest the obvious nuke from orbit option?  Will bulldozing and rebuilding your house fix the leaky tap in the kitchen?  Yes. Does everyone know that?  Yes. Does anyone want to do that or hear it suggested?  No.
