I get a shutdown is in progress when I run DISM tools or SFC

I was trying to fix my system image in windows 10 v1909 and no DISM tool and SFC was not working and I was getting a shutdown is in progress (error 1115) after it when I used shutdown /a command, it said,"no shutdown was in progress (error 1116)"". How can I fix this issue.
