Do you mean when you print form Word, to scale your document?
If so, choose File - Print, then the bottom drop-down, defaults to one page per sheet, click that and you should see the Scale option . . .

My previous WORD had the option of scaling the printed picture or text to fit the paper size. Can this still be done with office and home 2019?

In Word, go to layout - Size, what page size is your Word document set to, and what paper size is in your printer?
Sorry Dave, this is when I have a .JPG file picture and do a CONTROL-P to print, the preview does not fill most of the paper, and would print small also.
