Windows Update keeps showing "Updates in progress".

Updates does in fact work, but every time I go to system settings it states "Updates in progress".

I know this is a minor issue but it still bothers me.  Here is a picture:

What could cause this?  I have already tried clearing out the update cache files and that does not make this go away.

    Here are the things that I have done this morning. I finally got the Windows Defender updated and after that I shut down my PC and waited a couple of minutes then rebooted. Here is what I just saw when I opened Settings.

    I get that also after an upgrade or even after checking for an update.  The problem is that 10 to 20 mins later it reverts back to saying "updates in progress".

    No clue as to why it always reverts to that even after an apparent completed update.

    the issue actually returned. For now, i think I'm just going to ignore it and figure maybe the fall update will address it. I'm not seeing it using any resources to be concerned about. 

    I feel the same way.  This issue is mostly cosmetic IMHO and not worth the bother of reformatting and all the crazy stuff.

    I just have a bit of OCD and expect stuff to work like it should.

    My understanding is that Microsoft will only have one major update per year now.  This starting next year.

    UPDATED: I have two identical Thinkpads both of them have the exact same issue. Both machines are true clean installs of windows 10 last week and the issue is likely due to a recent update.

    If this is not the case, hopefully someone else has figured it out? 

    I'm with Windows 10 Pro and with Norton 365 installed.
