That's not the issue I'm having. I have already turned off tablet mode, but when I turn my computer on it's side ( for example, to watch a movie/show while laying down) the keyboard immediately cuts off and stops working entirely. I cannot even use the power or volume buttons on the keyboard, I can only use the touchscreen.

I have an HP Envy x360 13 and whenever I lie down, I still want to use my keyboard, I don't always want to use touch screen. However, my keyboard doesn't work at all when I lay the laptop sideways.

In that case, it is probably due to the hardware sensors that disabled the keyboard when titled. It is most likely designed to prevent accidental typing.
If you really wish to use the keyboard in such situation, please disable orientation sensors from Device Manager. Here's a reference post for you: https://answers.microsoft.com/en-us/windows/for...
