I have the same problem and am stuck in a constant restart loop. I've tried every restore option available and still not fixed. Tried to reset the memory and that did nothing. Any other suggestions. PC is only 1 month old. Was working fine and then BSOD and now stuck in a loop.
Windows 10 PC stuck in boot loop with KMODE EXCEPTION NOT HANDLED error, can't even log in
Hi,
One of my PCs is stuck in a boot loop, with the error KMODE EXCEPTION NOT HANDLED thrown each time I get a BSOD. It's a relatively new PC too. No other information (e.g. an errant driver) is provided. I've tried booting in safe mode and it still does it. I've also tried unplugging for a few minutes and restarting. No dice either.
I can't even log in to gather error logs before it reboots.
Startup Repair didn't find any issues. And I've reviewed the relevant Tom's Hardware Guide page on fixing this error, but it wasn't helpful given the lack of specific driver details and the fact that I can't even log in to get to the Control Panel.
No previous signs of problems before today when this abruptly started. PC is fairly new (a HP that's about a year or two old).
I believe it's running Windows 10 Home, 1903.
Any help appreciated.

As I mentioned before, I can't even log into Windows on it before the PC reboots. So I can't get a dump or mini-dump file.
I ran a hardware diagnostic on it, and all hardware appears to be okay. So it appears to be an OS issue. I'm now going back to a restore point. Hopefully that will work.

Going back to a previous restore point, and then re-applying the latest Windows updates fixed it. Apparently the latest updates weren't fully applied the first time, and that is what caused the boot loop problem.
The PC only has a single memory module, so removing it wasn't an option. And as I mentioned, starting it in safe mode (which would disable non-essential drivers) didn't work.
However, thanks for the tip on the memory module being a potential issue, Paul. If this happens again I'll try switching it out.

Got it, keep me posted. Now, the KMODE EXCEPTION NOT HANDLED error is usually caused by a bad memory module. Try to unplug all RAM modules except 1, also remove any other none essentials devices plugged into your PC (GPU, docking station, printers, external USB devices, etc.), and see if you're able to boot to Windows.

- Mini Dump or Dump file
In File Explorer, go to C:\Windows\Minidump & copy/paste to your Desktop. If it's not there, you may copy/paste the C:\Windows\Memory.dmp instead. However, we recommend the minidumps first.
- NFO file
Go to Start > search/open MSinfo32 > Click File > click Save > save your .nfo file (not text file) to your Desktop.
- Export the Speccy file (.speccy not .xml) from this tool below to your Desktop.
