If you maximize the window after you open it (click the square in the upper right corner) and then close the window by clicking the X in the upper right corner, Windows should remember that and open the window maximized the next time you use the shortcut.
If that doesn't work, right-click the shortcut and select "Properties." On the "Shortcut" tab, select "Maximized" from the drop-down list next to "Run." Click "Apply" and then click "OK."
That's because you're looking at an "Internet shortcut" (i.e., a shortcut to a website) rather than a shortcut to a program.
When wrote that the problem happened when you "open something," I thought you were referring to opening a program.
Open your browser, maximize it by clicking the square, then close it by clicking the X.
If that doesn't work, what browser are you using (Chrome, Firefox, Internet Explorer, Edge, etc.)?
