More information and clarification is needed. Is there an .imsorry extension also appended to the end of your JPG files? If so, you are dealing with ransomware. Im Sorry Ransomware displays a message which offers to decrypt files if a ransom payment in Bitcoins is made to the criminals.

Is there a Ground.exe program running in your Startup programs or as a process in Task Manager. If so, other victims have reported that it was related to downloading a program called Dark Souls III. See here.

Did you download and installed any program, before this problem started?

Try download and run a full system scan with:

1.Upload one file on virustotal.com and see what it says. 

2.Also scanning with malwarebytes would be a good idea

3. You might wanna disconnect that PC from the internet, depending on what the malicious stuff was ( backdoor, malware) it might speak to the attacker over the network. Also cover your webcam if you haven't already.
