Thanks, it turned out I do have Windows 8.1. Apple website is very confusing though, as under the link '"download the latest version for Windows", at the system requirements, it says Windows 7 or later, and the link directs to Microsoft website which doesnt work (I guess that' s only for Windows 10-but they why don't thry state it under system requirements... ). Then there is another link, "looking for older version?", which obviously I would not click on, as not having an older version than Windows 7. But I tried, and guess what, when you click on that link, it says again "download the latest version for Windows" - by this point I got very annoyed thinking it ain't leading anywhere, and to my surprise, that link worked, it did not direct me to Microsoft website, and I was able to download it in the end. What a mess, Apple!
How to install iTunes on windows8?
Hi,
I have tried to install iTunes several times on my windows8 laptop, but I always get this message:
"It looks like you don’t have any applicable device(s) linked to your Microsoft account. To install, sign in on a device with your Microsoft account."
Well, I am signed in, onto my accocunt, on my laptop, and it still doesn't work.
Any ideas?

But with iTunes and anything before Windows 10 it can become confusing.

Support for 8 ended in 2016.
You were supposed to use the free upgrade to 8.1.

And after you download and save iTunes > right click on its setup.exe/install.exe > select Run as Admin to install it.
