What is the version of your Windows ? is it home, pro or single language ?
You can actually install a language pack on your system:
To do that press windows key + I to open your settings.
Go to time and language.
Click on language on the left pane of the settings.
On the Preferred languages, select Add a language.
Choose a language to install, select or type the name of the language that you want to download and install, and then select Next.
On the Install language features, select the features that you want to use in the language that you selected to download, and then select Install.
