I had the same problem.
You need to run Photoshop 6 in Windows 98 Compatibility Mode.

I recently had a problem when opening Photoshop. As it was loading it stopped and I got the following message:
"Unable to continue because of a hardware or system error. Sorry, but this error is unrecoverable"
I uninstalled the program and reloaded it and got the message:
"You currently have Adobe Photoshop's primary Scratch and Windows primary paging on the same volume which can result in reduced performance. It is recommended that that you set Adobe Photoshop primary Scratch volume to be on a different volume, preferably on a different drive."
Having clicked OK the program would work fine until I closed it and tried to reboot again when it would stop loading and I get the first error message. Reinstalling the program I went to Edit > Plug ins and Scratch Discs. First Scratch Disc indicated Start-up with the remainder indicating none. I changed the first to C but this did not solve the problem.
Having looked at various web sites there can be numerous causes for problems. The fact that the program works fine when initially loaded from a disc tends to indicate that it could be a windows update maybe?

I had the same problem.
You need to run Photoshop 6 in Windows 98 Compatibility Mode.
Photoshop 6 should now run without any error message.
- Right click on Photoshop (desktop icon or c:\program files (x86)\adobe\photoshop 6.0\photoshp.exe) and select Properties.
- Select the Compatibility tab.
- Check the box marked "Run this program in compatibility mode for:".
- Select "Windows 98 / Windows Me" from the drop down.
- Click OK.
Photoshop 6 should now run without any error message.
How do you know what version of Photoshop? I asked the OP over a month ago whether he had 6.0 or CS6 and he never answered.

For anyone having the same issue. Just updated WINDOWS10 and got the error message above.
Find your photoshop.exe file. Mine was in C/program files x86/ adobe/ photoshop 6.exe
right click on your photoshop.exe, select properties at the bottom, then select compatibility tab,
The hours I have spent buggering around trying to get this program to work and "Hey Presto" running in Windows 98 seems to have solved the problem. Thanks to you all.
