windows online troubleshooting service is disabled

I have a problem with the "troubleshooting wizard" it doesn't work and every time I want a use it always tells me that is "disabled" but I enabled it with "the local group policy editor", I don't know what to do and I want that you help me [my version of windows is the last one].

    I'm Louie, a Microsoft Community member and a fellow Windows 10 user like you. Hope you're doing well and safe there.

    We suggest you to try this steps:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

    Dism /Online /Cleanup-Image /CheckHealth

    Dism /Online /Cleanup-Image /ScanHealth

    Dism /Online /Cleanup-Image /RestoreHealth

    Also run the System File Checker utility:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    At the Command Prompt, type: sfc /SCANNOW

    This will check for any integrity violations

    Restart your system

    start --> cmd --> right click, run as administrator

    Paste following

    I'm sorry if the steps didn't work, you can this steps instead and see if it works:

    1. Press Windows key + R, then type in secpol.msc and press Enter.
    2. Under Security Settings, expand the Local Polices and then select Security Options.
    3. Double-click on User Account Control: Admin Approval Mode for the Built-in Administrator account and make sure that is Enabled.
    4. Reboot your computer.
