Unfortunately there's no official Youtube app for Windows 10, just for Xbox Series S/X and Xbox One. There are some third-party Youtube apps on Microsoft Store for Windows, but they're not official.
If you want to watch Youtube videos on your Windows, you can use your browser, like Microsoft Edge (https://www.microsoft.com/en-us/edge).
If you mean downloading Youtube videos there's no official method.
