Okay no problem.
Windows 10 Clipboard History only pastes most recent item
I use the Windows 10 Clipboard History (Win + V) feature often.
Recently, it stopped working correctly.
It now doesn't matter which item I select from the list, it will only paste the most recent value.
In this screenshot, I can select any item (either via the keyboard or the mouse), but it will only ever paste "ccc" or whatever value I copied most recently.
It doesn't matter which app or input I'm pasting into.
It doesn't paste until I select an item in the list, so its not another app hijacking the WIN+V key combo.
I've tried restarting.
I've tried turning the feature off and on again in Windows Settings and clearing the the clipboard data.
This renders the clipboard history feature useless.

Except, once I pick the item, it doesn't paste the one I chose, it just pastes the most recent one.
Baffling.

You are right in that winkey+v should show a list that you can select any of the items shown in the clipboard.

Are you pressing the Enter key after selecting an item on that app, and it still just pastes the top item?
If so, open the Settings App, then go to System - Clipboard
Clear the Clipboard then restart your PC and then copy a couple of items to the clipboard and check if the same behavior occurs

Are you using the Ctrl + V key to paste from the Clipboard App, if so, that will always paste the top item on the clipboard (last copied)
Open a Document and place the cursor where you want to paste an item
Then, open the Clipboard pp, use the arrow keys to select an item and press Enter, that should paste the selected item
Alternatively, you can click the selected item . . .
