Can't transfer videos from iPhone XS to Windows 10 using Windows Photo & Video App

Anyone having trouble transferring photos and videos from iphone or ipad to WIndows 10?  Photos seem to transfer ok but if you have any videos it will fail every time.

Here is what I've tried:

Issue: photo/video importing fails.  Error messages read: “device unreachable” , “ a device attached to the system is not functioning” , “can’t find device” or “ something went wrong, your files might not have been imported.”

All devices are set to “allowed” to communicate with the computers when prompted. The iPhone XS and the iPad Pro sync with one of the 3 PCs used in the tests but they still fail with photo imports.  All devices are also all set for the display to stay on permanently, so they don’t go to sleep or turn off.

Devices used:

iPhone XS

iPhone XR

iPad Pro

iPhone SE

All running the latest software version 13.3.1

iTunes is also running the latest software version. 12.10.4.2

Import attempts performed on 2 different Windows 10 PCs and one Windows 10 laptop.

Different Import trials:

1:            Windows Photo App “looking for new photos and videos” “Import”

2:            Windows Photo App via “import from a USB device”

3:            Windows file explorer, locating Apple device, Internal Storage, DCIM file, copy and paste

I’ve isolated the issue being primarily trying to import video files.

If you use Windows Photo App to import, it searches for new items to import and if there are videos, the import will fail every time.  If only photos are present or selected, it might import them all successfully. Sometimes it may import a video or two but rarely any more than that.

If you use Windows file explorer and find the apple device and open the DCIM file and only select photos, it will usually import them ok.  But rarely will it ever import a video file.  It will fail and give one of the error messages mentioned above.

 One thing that I’ve tried is to upload a video from my iphone XS to dropbox then download it from dropbox to my PC.  It works but it’s painfully slow. 

Anyone else having problems? trying to figure out if it's Windows or an Apple software issue.  I'm thinking more of a Windows software issue as going through dropbox produced a successful result.

    Even with iTunes installed - following Apple's instructions just sends you back to Microspft instructions telling you to use the Photos app... and every time I do it this way, the ipad/iphone isn't descovered by the photos app (it says that the usb device has no photos on it) - AND then file explorer can not discover the ipad/iphone any more either... once the itunes app has recognised my device, I seem to lose all ability to transfer by cable :(

    The “go to” cable provided by T-Mobile did not allow me to transfer videos from my iPhone 12 SE to my HP computer with MS Windows 11.
