The slider is in the Battery icon...
Also, those can be selected in the Windows Mobility Center (right-click START or the Battery icon)...

Some background: I wanted to see if there was a difference with High & Ultimate Performance when using Adobe Creative Cloud specifically Illustrator, a few other designers/ illustrators have said they noticed a huge difference.
I went to admin cmd entered:
High Performance
powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c
Ultimate Performace
powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61
closed admin cmd, restarted my Surface, went to Control Panel, Power Options and High & Ultimate Performance don't show up.
I went to create Power Plan but only Balance is there.
I then performed another admin cmd: sfc /scannow (results below)
I found a video that said to go into Registry Editor but I don't know if I should or if there is a better/simpler way.

Microsoft decided to remove (or hide) the Battery & performance power options & instead added a slider within action centre to change power options between the three.

That's brave to be an insider. So, ...608 may have a glitch. Even if they never meant to touch Power Options, it's possible something else they did mussed it a bit. Check whether ...610 is somehow a cure.
(a) That TenForums article Time Lady posted said Ultimate Performance is "only available by default in the Windows 10 Pro for Workstations edition". So, looks like you shouldn't have that, not being a Workstation.
(b) I think your "create a power plan" screen should show the other 3 plans like mine, except maybe if yours is not a laptop. Then maybe it shouldn't have "Power Saver". But I think it is a laptop.
But I think you are fine as is, if that slider works & all else is good.

Thank you, for your reply I really appreciate it!!! That link/site is where I got the missing power options, not all showed up BUT at least High Performance did!!! Only after a FEW restarts.
