You're not seeing the cookie notice because you have some type of filter, possibly a browser extension, possibly an ad blocker, that prevents the cookie notice from appearing. The cookie notice and the overlay are two separate elements, so stopping one doesn't necessarily stop the other. Best wishes.
chrome browser stopping me looking at website
I use Chrome browser and when it finds the website the screen goes grey instead of staying white. I can see the web site page through the grey, but won't let me do anything more. It isn't happening on every website

2020-10-01T11:44:03+00:00 You're seeing an overlay that the website owner has placed, usually with a message to persuade you to subscribe. Typically, pressing the ESC button will dismiss the overlay.

Kindly clear the cache and cookies of your google browser:
To do that press CTRL + SHIFT + DEL
On the time range choose 24 hours
check everything on the box and click clear data.
Also, kindly check on the left of the URL on the address bar:
Click on the security icon or the lock icon
Check on the dropdown and see if the website is blocked.
Change it to allow and see if that will work.
