Toshiba laptop wont boot past "leading innovation"

My toshiba laptop wont load past the "Toshiba leading innovation" screen. I cant access anything. I tried creating a recovery drive but my laptop cant "see" it. What do I do?

Things I've tried: 

Removing the cmos battery

Powering on and pressing 0

Powering on and pressing F2

Turning secure boot to disable.

Please help

    When you say you have created a recovery drive, is that a bootable USB from the Media Creation Tool?

    In BIOS, did you disable Secure Boot, then set that USB drive to the top of the boot order and you still cannot boot form the USB drive?

    If so, please provide a photo of each of the BIOS tabs, so I can see the available settings in there . . .
