In the tab Intel Graphics and Media Control Panel does it have the option to change the graphics memory. Remember the memory is shared with the system memory so if you are able to increase the graphics memory you will lose system RAM.

I am Sumit, an Independent Advisor and a 3 year Windows Insider MVP here to help.
I am afraid this isn't possible natively. See if BIOS has a relevant setting like UMA.
As neilpzz said the memory is shared between RAM and GPU so one thing would decrease. The easiest way ==> Put a GPU on the PC.
